Parking at the Nelson R Mandela School of Medicine has been a contentious matter for many years.  Unfortunately the campus does not have sufficient space to allow uncontrolled parking of staff and students.  Before the construction of the KRITH Tower building in 2010 – as part of the KRITH building project – a four level parking garage was built to provide parking for the staff of KRITH, CAPRISA and UKZN.  The provision of parking for KRITH staff was part of the construction project, with the added benefit that UKZN staff and students will also get access to limited parking.  As it was realized that parking remained under provided, the parking garage was extended during 2013 with two more levels.  Contrary to what is allowed on other campuses of UKZN, students at the NRMSM are not allowed to park on campus.  Whilst accepting the fact that the parking facilities at the NRMSM campus will never be able to provide uncontrolled and unlimited parking to all staff, students and visitors, the following agreement on parking at the NRMSM campus was reached.

The parking plan makes provision for the parking needs of KRITH, CAPRISA and the full time and long term contract staff of UKZN who are working in the DDMRI and Main Building on the NRMSM Campus as well as full time students of the NRMSM campus.  The following basic principles and practical implementation of the parking rules will apply from 7 August 2013:

Basic Principles for the Implementation of the Parking Plan:

1.    Only staff and students with valid parking discs will be allowed to park on the campus.

2.    Staff and students will only be allowed to park in designated areas.

3.    Failure to comply with the designated area will result in staff and student cars being fined and/or wheel clamped to enforce the parking rules.

4.    A revised set of parking fines has been accepted by EMC and will be effective as from 1 September 2013 – these will be communicated in due course.

5.    A limited number of bays will be reserved for College and School leadership and management.

6.    All other parking bays are unreserved and can be occupied on a first-come-first-park basis, keeping in mind that staff and student areas will be clearly designated.

7.    Staff and student discs will be identified by letter coding on the parking discs.

8.    All staff and students will need to comply with the prescribed UKZN payment for parking.

9.    Discs will only be issued once the prescribed payment has been done.

10.  RMS will be requested to ensure that individuals park in the designated areas.

11.  Warnings will be issued for illegal parking, followed by a fine, wheel clamping and forfeiting of the right to park on campus.

12.  A number of reserved parking bays will be provided for lecturers that are not permanently stationed at the NRMSM campus.

13.  Only visitors who have pre-arranged their visit and requested parking arrangements through the relevant discipline – who should organize parking with RMS – will be allowed on campus parking areas.

14.  All visitors without the above mentioned arrangement will be requested to find parking outside the campus.

15.  There are three car guards appointed in Umbilo road to look after the safety of vehicles parked on the street.

16.  Once criminal activity is detected these guards will contact their Control Office as well as the SAPS. 

17.  The assistance of RMS and the security service provider on campus will also be requested once criminal activity is detected.
